Method to test O2 sensor?

We continue to search for a cause of our no idle problem on our RB25DET in 1990 S13. See also "RB25DET start fuel cycle question, starts & immediately dies".

Using the Apexi FC sensor test display I noticed it reporting the O2 sensor output flat lined reading 0.02 to 0.04 volts while the engine was running. Is there a method to test the sensor using a volt ohm meter or other means? I have the sensor off the car and it has three wires to it's connector. Are these voltage or changing ohms outputs?
