Depending on a couple of points...

Location?
Military?

Most minor upgrades for a GT-R are the usual down pipe/cat back and some pod filters. (APEXi are the better filtering unit) Those wake up the car pretty nicely.

Try to keep the boost under 1.0bar (14.7psi) or you take the chance of exploding the ceramic exhaust wheel in the turbos.

You'll also take note to be caution due to the early RB26's notorious crank collar issues. Not exactly sure what that issue is, but it's addressed quite often in the 90-93 or 94 RB26. Can cause oil pump failure.

Might want to make sure the timing belt/water pump have been taken care of if it's a high mileage car.
First off, welcome to NICO and to the Skyline/GT-R forum.

Hope you stick around!

Now, if you live in Japan, buying new parts for a GT-R is stoopid expensive, especially considering the yen to dollar exchange rate. Up-Garage, Autobacs Secondhand mart or iParts is your friend. Good quality products and good prices. They even install for you if you pay a little extra.

Just a few things off the top of my head.

I am military on Okinawa I know I know I've heard all the bad things here. I don't plan too much because my goal is to take it back to the states when I leave. It was bought from main land. Ive read about the oil pump problems and plan on buying a new oil pressure gauge to monitor it and eventually replace or sleeve the crank and a new pump. It has about 87,xxx km on it.

Cool. One of our other moderators here is also on Okinawa, though he's not military. He is working for the military though.

As far as parts, be warned on a few items. Oil pumps for the RB26 are ridiculously expensive. Somewhere in the neighborhood of $1000-$1500 USD depending on which parts maker you choose. If you can find it, there is a magazine that came out a couple years ago called "RB26 Tuning World." It has a Tomei Powered RB26 on the cover (blue cam and center covers). It has a lot of good info in it (if you or someone you know can read Japanese) and even has a few pages dedicated to just parts and pricing for many aftermarket suppliers for the RB26 engine. I have one myself, but not sure if it's still in print.

Im looking at replacing my rotors and pads they are shot. I was wondering if these http://www.mynismo.com/products/?id=2897 will work for my rotors because they seem to be a lot cheaper than what I'm finding here on island.

Those look correct. Cross drilled rotors have a tendency to crack if you run them hard. They are fine for the street.

I am also wondering how to find out what month my car was manufactured?

JDM cars aren't marked by month of manufacture. The best you can do is see the date of initial registration (which could be up to six months after manufacture) on the original SHAKENSHO (registration papers). You can also look at the seat belt tags and see when the seat belt was made, although it will probably only show year.

JDM cars don't have VINS, they only have serial numbers.

OTOH, if you ask Nissan they might tell you.

Legally speaking, if you know the date of first registration you can use that for the purposes of importation. It says so in the import regulations.

You can tell from the chassis number. nissan-skyline-gt-r-r32-production-dates-t569684.html

Something pretty useful when it comes to figuring out if a 1989 Nissan Skyline GT-R is over 25 years old in 2014. Once they are over 25 years old, they will be both EPA exempt, and NHTSA/DOT exempt. The R32 Nissan Skyline GT-R was first sold in August 1989.

August 1989 BNR32-000054
September 1989 BNR32-001089
October 1989 BNR32-002089
