Someone hit my car... got some long scratches on the rear bumper.. no dent though, just scratches.. what to do?

Where did this happen? Was there any security camera? Try find out. If they had you might be able to get the SOB.
Also call your insurance and find out what's covered and what is not. Get to a bodyshop and find out how much would it cos to fix it?

In CA, an insurance company can't arbitrarily raise the rate of an individual insured. There has to be a change in risk. The act of filing a claim, in that of itself, does not constitute a greater risk. A chargable accident does. In this case, it was caused by someone else, so it is not chargable. Hell, even if it was his fault, if the damages are less than $750, it isn't considered a point. Other states will vary, but insurance companies can't do whatever they want. Insurance is one of the most highly regulated industries. I had a perfect driving record, then I had a car stolen. Liberty Mutual canceled me because my car was stolen. Then to get insurance with another company, I had to pay more because I was a "high risk" because I had been canceled. Believe me....insurance companies can do anything they want.
