HID troubles (OEM)

So the other day apparently my passenger side headlight went out. I don't know if it's the bulb or the ballast or what. It fizzes when I turn the lights on but then goes out. Here's a vid I took of it. Anyone know what the deal is?

Swap the ballasts and see if the problem moves. If it doesn't, swap relays and see if the problem moves.

As per the FSM I checked the fuses- fine. Swapped relays- problem didn't move. Next up was to swap bulbs to see if the problem moved.
When I removed the passenger side bulb (the problem side) it was cracked. I'm not totally sure if it was already cracked or if it happened while I was removing it. I didn't touch the bulb, just the base. The bulb did barely touch the headlight assembly as I was pulling it out but not with enough force to crack it unless it's ridiculously fragile.
It appears only the outer glass is cracked not the inner capsule. In this state would it still be able to flicker as in the video? If yes, then it was already cracked somehow and there's the problem.

Nevermind, figured it out. It was the bulb. I put the good bulb in the passenger side and it works fine. Now to get new bulbs...
