Buying Used 2011 QX56 (Title Question)

Ok. I went to see the truck and it was awesome (no noticeable gas pedal vibration). We agreed on a price and everything is good.

Now, the seller has to pay the car off (over $57K). I was there while he placed a called to Nissan Finance. I heard the representative say that after the car is paid off, she can have the title sent in anyone's name (mine). From what I understood (since he already paid taxes on it when he bought it), they can send the pink slip in my name, without paying title/tax fees. Is this a true statement, or am I crazy? Please let me know. Thank you all!

In Illinois it works like this. They send the title to your lienholder in your name, they'll hold the title til you pay it off. If you pay in full they'll send it to you. In order to get plates and registration at the DMV you'll need to pay taxes on the vehicle. You can pay those taxes at the DMV. You used to be able to tell em you paid $1 for the vehicle but that isn't the case anymore. They don't just charge you the first time the vehicle is sold, each time it is sold is a new transaction.
