IIRC the Reference series handle roughly 100 watts RMS and 80 RMS respectively. You'd want something that can do around 400 watts RMS @ 4ohms, so 100 per channel. I like the MB Quart 4 channels, cheap clean power. My friend is running this gem in his WRX.

I'm gonna assume the +3db is on a crossover for components? If it is then it's not really a bass boost, but a way to equalize volume between tweeter and woofer. It's a tweeter level adjuster. If you install the speaker and you feel your highs are not as balanced as they should be, you can flip the switch to add +3db's of power to the tweeter. Being behind a door panel/grill, it might be a good idea to turn it on, but it's all personal preference.
Tweeters should be facing towards the passengers. If the 6x9 is mounted at diagonally like the door shape, point the tweeter towards the driver to get the best sound.
Pioneer makes good amps. Post up that model # too so I can check it out
