91 Q45 Blower motor not getting voltage {Solved}

Ok so there is no air coming out of the vents at all under any setting (defrost, AC etc)
I know this sounds like an easy issue but after searching everything related to blower motor issues (darlington, always on high etc. etc.) AND after following the diagnostic procedures in the FSM I am stumped.

The certainties are:
I am not getting any voltage to the amp & blower motor. (The FSM it concludes by telling me to check the two 15amp fuses. I have and they are fine.)
I pulled the blower motor and connected it to 12 volts and it works great.
The high speed blower relay is clicking when press the full fan speed on the climate control unit.

Looking at the wiring diagram it appears that the blower motor is connected to Accessory Relay 2.
Could this be the problem?
Where is it?
Any other ideas?

{update} I discovered that when the fan control amplifier fails it can also cause a no blowing at all situation. (thanks to this great page how-to-fix-your-fan-control-amplifier-t433421.html )
SO I will explorer that for the time being. I also think I found the Accessory relay 2 and when pulled the climate controller doesn't work at all....so that is probably working.

**I traced the continuity back from the blower motor and it turned out there was no power getting to the two 15 amp fuses. I interchanged the accessory relays 1 & 2 and there was power at the fuse. I Went to Auto Zone picked up a $15 relay put it in and not only does the blower work, the diagnostic information display/odometer works now as well...( that was next on my list of things to fix).
