2004 QUEST Back Wheels are on a slant?

I already know I need to replace my shocks/strutes on back and front, my question is why would the back tires start to kick out on the bottom(tires are actully on a slight slant) Both sides? is this just because the shocks are shot? I welcome all replys!!! : :

Also I replaced the power steering belt and other belts, 5 months ago, Now only after car has been sitting The steering wheel gets stiff, its hard to turn the wheel and the belt sqeels, but only for 30 seconds then its fine???

I only have 85k on this van, I welcome all replays!!!

Update: My back alingment bolt was loose do to the Subframe getting rounded down were the control arm and subframe go together, Brake masters was able to pound it back out so the wash/lock caught the subframe. Had to have a alignment aswell.
